    This report describes the circumstances resulting in the fatal accidents on the Cart Creek Fire on July 16, 1977, in the Flaming Gorge Ranger District, Ashley National Forest in Utah. The fire overran and killed three U.S. Forest Service personnel: Gene Campbell, age 57, Forestry Technician; David Noel, age 36, Youth Conservation Corps Camp Director; and Forestry Aid Dwight Hodgkinson, age 23.
