    During 2008, the St. Joe Ranger District of the Idaho Panhandle National Forests converted two prescribed fires to wildfire status. A review team was requested by the Forest to review the burns and make recommendations to the District and Forest regarding lessons learned and to highlight any potential changes in prescribed fire operations. The first of these two fires to be reviewed was the Quarling Eagles Prescribed Fire. This fire escaped a burning pile and grew to 15 acres in size. The second fire reviewed was the NF5 prescribed burn that was converted to the Headache Fire during the summer of 2008.
